Tsipras, Lagarde agree first program review should not be delayed

Neither Greece, nor the International Monetary Fund (IMF) want to delay the completion of the country’s first program review, Prime Minister Alexis Tsipras and the Fund’s head Christine Lagarde agreed during a meeting in Davos on Thursday.
According to the prime minister’s office, Tsipras and Lagarde agreed that the government and the IMF should have direct communication so that each side has a clear understanding of each other’s position.
The prime minister also briefed Lagarde on the audits conducted by Greek authorities for possible tax evaders who have bank counts abroad, noting it is the first time that there is political will to investigate those cases and not cover them up. Finally, he said the government is hoping to collect a significant part of this money by introducing a legislation of “self-reporting”.

Following the meeting, the IMF issued a press release saying that it stands ready to continue to support Greece in achieving robust economic growth and sustainable public finances through a credible and comprehensive medium-term economic programme, but only if it was granted “significant” debt relief by its European partners.

Earlier, Tsipras said during a panel discussion that solving Europe’s problems required “more Europe”.

“We are doing what we can in order to progress quickly and smoothly with the implementation of the agreement,” he said, and expressed hope that the disagreements and different views that occasionally arose between the three institutions representing the country’s creditors would not be the cause of further delays.

“This is not the time for various ‘exits’, whether these concern ‘Grexit’ or ‘Brexit’, or for divisions, or walls, or differentiations,” the Greek premier continued. “It is a time for more Europe: Common rules, deepening democracy, strengthening solidarity, an increased European budget in order to restrict inequalities, banking union with a European system for guaranteeing deposits,” he added.

According to Tsipras, it was time for Europe to return to its founding principles, which were those of democracy, solidarity and social cohesion.

Addressing issues raised by German Finance Minister Wolfgang Schaeuble, who said the International Monetary Fund’s presence in the Greek programme was essential and compared asking German lawmakers to sanction its removal to “going into a room full of dynamite with a lit candle”, Tsipras made the following comment:

“I too am no supporter of the view that one should attempt to light a candle in a room full of dynamite. Neither, however, do I have the view that on this account one must constantly be in the dark. The best solution is to remove the dynamite from the room and then light the candle.”

25 lawmakers announced their move in a letter to Parliament on Friday morning in Athens, hours after Alexis Tsipras resigned and called an early election to deal with a rebellion in Syriza over his signing Greece’s third bailout deal and accepting austerity measures demanded by creditors. The new group, which will be called Popular Unity and will be led by former energy minister Panagiotis Lafazanis, becomes the third largest group in the Greek Parliament.

That means it could potentially receive the mandate to try to form a new government, although, it is not a party that has gone through national elections’ round yet, which might not allow them to get the mandate at all, professors of Constitutional Law said to the Greek media today

Having been catapulted to power after years of oppositions to Greece’s bailouts — which come paired with austerity and structural reform packages — the remaining members of Syriza now find themselves tasked with implementing one, the businessinsider commented.

But, still, It still looks quite likely that Tsipras will be Prime Minister in two months,BI’s article assessed.

Syriza remains popular in comparison to the alternatives. After getting 27.8% of the vote in the January election, the centre-right New Democracy party now regularly polls below 20%.

It’s possible that Tsipras will have to form a new and different coalition, the BI article assumes, but seems that there will be no alternative bloc in parliament to build a majority around. It’s not clear for the moment, how much support Popular Unity might sap from Syriza.

We want in Monday’s Eurogroup a clear statement of the progress made in the last period, said according to sources, Prime Minister Alexis Tsipras at the government council’s meeting on Sunday. However, in any case, any agreement reached must be within the framework of the people’s mandate, he clarified.

The same sources noted that Greece has made recorded efforts and is totally consistent on the fulfillment of its obligations proving in parallel its volition for an agreement, of a mutually beneficial agreement, for which, and Greece’s partners should make the appropriate moves.

Government’s circles estimate that a positive recording in Monday’s Eurogroup statement will be equivalent with a positive and optimistic message towards the prospect of reaching an agreement and in parallel will be a message to ECB to relax the suffocating financial framework on Greece.

An Emergency Action plan has been decided by the Greek Governement on a broad meeting chaired by the PM Alexis Tsipras,Tuesday April 14, to discomfort the accute influx increase of immigrants ariving to the Aegean islands of the country

The decisions were announced by Gabriel Sakellaridis and concern the

  • the urgent need for developing specific areas  in camps and existing infrastructure, where we are all necessary medical examinations and compliance with all health and safety rules
  •  The identification of the newcomenrs and the sorting to undocumented  migrants or refugees after their transferf to reception centers in the mainland Greece* The Syrian refugees entitled to asylum, Syrian refugees will receive “all necessary documents immediately, or by the soonest possible process, (without circumventing the European treaties) by the authorities responsible in Greece*The government to set as priority in view of the EU Summit and the Meeting of the European Ministers of relevant jurisdiction, all necessary steps by the Greek governmenet to be taken, as the better possible response to the migration and refugee flows towards Europe to be addressed, in the context of European solidarity, by a proportional allocation of the refugees to all EU countries.

On the national Plan meeting for the Rescue Response of Greece for the Human “Catastrophe” of migration as President Hollande called it later , Dimitris Avramopoulos was represented by Aristides Kalogeropoulos, the special advisor to the Commissioner of Immigration, Home Affairs and Citizenship.

In the meeting preceeded  Gavriil Sakellaridis’ announcements, which was chaired by Alexis Tsipras, Interior Minister Nikos Voutsis and Alternate Citizens’ Protection Minister Yiannis Panousis, took part , as well as the Christodoulopoulou and also coast guard officials.

“The refugee problem is international, not Greek,” Sakellaridis said. He stressed that most migrants arriving in Greece are fleeing war and deserves Greece’s and the international community’s solidarity and protection.

“Lately an increased refugee flow is observed thorugh the Mediterrannean Sea to our country,  for reasons showing to be related to the the ever-worsening situation in Syria, and elsewhere. This is confirmed by the fact that during the very same period there was strongly marked an upward trend influx to Italy. The earliest records show that the motivation of the vast majority of these people are  not primarily financially driven to immigrate, but due to the immediate danger fro their life, “and this is obviously a factor to be taken seriously.

“The refugee problem is international and not Greek. It requires seriousness, composure and above all humanity.

Greek Commissioner : “Europe will play its role…”

From the Greek commissioner ‘s part,  there has been expressed, since the first moments of this crisis, to the Greek government, the acknowledgement that Europe should prepare for a difficult year of immigration -as  Demetres Avramopoulos had concluded on this speech at the LIBE Committee of the European Parliament,

He had early said “The European Commission is ready to play the role it deserves to support and help member states – particularly those most affected and are most in need. “

Recalling that “the European Commission has recently provided emergency financial aid to certain Member States and is prepared to repeat if necessary”, he promised that the European Commission will contribute through Frontex protecting the EU’s external borders, “not only in Italy and along the Greek and Bulgarian borders. “

The “Brussels Group” of the European creditor representatives is continuing reviewing the list of the Greek reform plan of the 18 points- list , but gaps on the approach between Brussels and Athens have been expressed according to information leaked unofficially,said  Kostas Hardavelas on his radio show Sunday moning.

According to Greek TV broadcaster MEGA, the Brussels Group has to review many files, therefore it is possible to reach an agreement after the coming weekend. The discussions are still ongoing since Saturday morning when the EU officials had described as encouraging the fact that there is a commitment for a constructive conversation as to apply the political commitment to reach an agreement .

However, the EU officials have stressed that “there is still a lot of work” to do, the ANA- MPA wrote.

“We want to clarify that Greece itself must prepare the overall list of reforms in a convincing way that the commitments of the 20th February Eurogroup will be implemented”, EU sources said.

They also reiterated that the purpose of the meetings within the Brussels Group is “to discuss the Greek proposals for reforms and to help ensuring that the Greek list of reforms is reliable and complete.”

The set of reforms Greece is struggling to agree on, was sent to its EU-IMF creditors on Friday, March 27.

” There will be no recession measures, or increases of VAT rates. On the contrary, we are presenting a comprehensive programme that will allow us to have a primary surplus in 2015 of 1.5 percent of the GDP, if of course the problem of the economy’s liquidity is resolved on time.”, Greek Finance Minister Yianis Varoufakis was quoted as saying. “As you are aware, we have a noose around our necks” he added.

Prime Minister Alexis Tsipras stated on an interview with RealNews on Sunday that “the lack of liquidity is naturally hampering the situation, but this will be resolved once an agreement has been agreed on.”

According to Nikos Filis’ statements, the parliamentary representative of governing SYRIZA party, the list of 18 reforms stands to earn 3.5 billion euros (3.8 billion dollars) in 2015 from the measures, which include fighting tax evasion using a direct on-line system connecting businesses and tax offices, issuing licenses for the country‘s media, online gambling and VAT increases.

The Greek delegation consists of the President of the Economic Advisors Council,   Giorgos Chouliarakis, the General Secretary of Fiscal Policy, Nikos Theocharakis and Elena Panariti, the advisor of the Greek FInance Minister Yanis Varoufakis.

Norman Atlantic tragedy: Unknown still the unaccounted. Do we know how many are missing?

Who was Who on that Ferry? Who are those still missing from each country? Whose “flesh” is still burning on that floating hell after almost two weeks, and who is going to honestly inform the public for the macabre marine casualty?

Italian prosecutor Giuseppe Volpe, who is in Italy investigating the tragedy, said 98 people were unaccounted for after the disaster.
He said: “There are 98 people of whom there is still no news.”

Who are those people? Why nobody is talking for them?

In Greece , the story is by the media systematically played down, as the press is being intensively absorbed by the pre-election polarity .The stories of the survivors as they came alive from the elusive tragedy are being played down, and the latest days, the ferry story may not even appar on the news, fading out in the Greek public opinion .

But we are talking of an uncountable number of  human bodies, potentially still flamming in that ship, next to us :  Greeks, international travelers, and may be immigrants. Both Greek and Italian authorities expressed their “fear” that there might be numbers of immigrants that might be found which have illegaly boarded on the ship.  It is a routine situation on the Aegean , -and now as is broadly revealed,  and the Ionian ferries-, to have illicit immigrants on board.

On Saturday Jan. 4rth,  one week after the disaster, Brindisi Port Capt. Mario Valente said that temperatures were “very high” inside the deck. Smoke still poured from the wreck. There was no estimate of when the search might begin.

It remains unknown When we could know anything more precise, for the world, the families of the unknown number of unaccounted passengers, for the international travel, for Greece, Italy,and the Mediterranean. This is the update of the facts revealed and officialy announced after the disaster.

Tragedy Topic nr.1, the victims:Who was who, and how many?

Greece and Italy have issued widely different figures for how many people are still not accounted for in the ferry fire that killed at least 11 people in the Adriatic Sea.

  • The numbers ranged from as many as 98, according to Italian prosecutor Giuseppe Volpe,
  • to 18, according to the Greek Merchant Marine Ministry.

Concerning the marine typical obligation ,“It is up to the departure port to match up their list and the people (rescued).  “That is why we are continuing our (search) effort: we cannot know what the exact number was, Maurizio Lupi told to the media.

  • Greece says Italy’s list is full of duplications and misspellings but the discrepancy could not be immediately explained since the prosecutor’s office was closed for the New Year holiday. But after the New Year holiday , the question is miraculously forgotten .
  • Italian transport minister Maurizio Lupi said it was unclear whether the passenger list released by the Greek authorities was an accurate reflection of who was on board. He said the ferry had made a stopover on a Greek island before it ran into trouble on Sunday morning. “There is an embarkation list on which the names of the 427 passengers and 56 crew appear,” Mr Lupi said.
  •  The Italian prosecutor stated that the official number of missing persons could be disclosed when Greece decides to give us a reliable passenger list because’ Greece on these procedures has been particularly slow,” he added.

According to the Greek Coast Guard, there is no information for 19 people so far since the early days of the disaster, of whom 10 are Greeks, a number that is announced and diffused to the Greek press , but is 19 people and no (98!) ,five times minor than the 98 people which the Italian authorities announced.

Dozens of survivors are not included in the list of passengers. The official announcement of the Greek authorities stated that “there are reservations about the exact number of survivors we can notice. A reason which may contribute to the overall confusion, is the possibility that some tickets might have been given just by manuscripts after the ship departed, by the account department on board…. “

Tragedy Topic Nr. 2, Safety : Safety Control had reported Fire errors and Emergency Rescue Response Plan absence.

Apart from leaks and doupts for the Safety qualifications of this trip before it started, which appear, after the fatality, to be scaring scandalous also, the first moments of boarding on that ship -before departure -were not showing any signs of maritime Safety control, as was easily by the passengers noticed .

The absence of an endorsed plan for the Cooperation of the ferry with the Greek Coastguard in case of accident, had been reported and notified to all the Greek Authorities in charge: the Ministry of Marine, the Headquarters of the Coast Guard and the Greek Coast Guard, and to the the Coast Operation Center. The paper of formal notification had been sent eight days before the ship was caught in flames on that fatal journey. The Central Patras Port Authority after concluding for the Safety Control Report, had set a deadline of 15 days to the Captain of the ship as it is now said , to fix the deficiencies .

The deadline expired on Friday, January 2, five full days after the naval tragedy. The existence of the document was revealed on the first day of the accident on Real Radio, and was also presented by Realnews newspaper on Sunday Jan.10.

“Following an inspection E / C / B Norman Atlantic, flag Italy, it has been found that the ship holds no Cooperation plan for Search and Rescue situations (SAR Co-operation Plan) endorsed by your service” .
The cooperation plan for emergency cases is considered essential for Emergency cases when the ship has to cooperate with the Greek Unified Coordination Centre for Search and Rescue. In the case of Norman Atlantic, it was the ultimate lfataliy factor .

On a press conference given by Greek Authorities, the absence of the endorsed cooperation project was reported by the leadership of the Coast Guard as the main cause of loss of valuable time, and consequently, of lives.

“The captain of endangered ship Norman Atlantic is of Italian nationality. Understanding the command of the Unified Coordination Centre for Search and Rescue in the English language was not always effective, having serious delays in the execution and implementation “, declared Rear Admiral of the Coast Guard, Nicholas Patrinos.

But the absence of the cooperation plan was not the only error. The fire doors were not working!

It is such an international ship line. One of the most frequent Greece-Italy ferry trips from Patras to Ancona, one that links the two countries since decades, daily.

Whose responsibility was, finally to let , or not to let the ferry leave the Patras Port?
